National Security Culture and Language Training Act - Establishes an: (1) Assistant Secretary of Defense for Irregular Warfare, Cultural Training, and Social Sciences Initiatives; and (2) Office of Irregular Warfare, Cultural Training, and Social Sciences Initiatives.
