Purchasing - Increases flexibility extended to municipalities to prescribe, by ordinance, which purchases require public advertising and competitive bidding and which purchases require competitive bidding, if possible, but no public advertising by increasing the dollar amount from $10,000 to $25,000. - Amends TCA Title 6, Chapter 56, Part 3. Fiscal Summary for SB4003 / *HB3702Local Expenditures - Net Impact - Not Significant Bill Summary for SB4003 / *HB3702 This bill increases the maximum amount that municipal governing bodies may by ordinance increase the dollar amount required for public advertisement and competitive bidding from $10,000 to $25,000. ON MARCH 27, 2008, THE SENATE ADOPTED AMENDMENTS #1 AND #2 AND PASSED SENATE BILL 4003, AS AMENDED. AMENDMENT #1 rewrites this bill to allow the municipal governing bodies of Chattanooga, Knoxville, Nashville, and Memphis to increase the dollar amount required for public advertisement and competitive bidding from $10,000 to $25,000, provided that purchases of between $10,000 and $25,000 would, wherever possible, be based upon at least three competitive bids. AMENDMENT #2 exempts Davidson County from the provisions of this bill. ON APRIL 14, 2008, THE HOUSE SUBSTITUTED SENATE BILL 4003 FOR HOUSE BILL 3702, ADOPTED AMENDMENTS #2 AND #3, AND PASSED SENATE BILL 4003, AS AMENDED. AMENDMENT #2 removes the exemption for Davidson County. AMENDMENT #3 adds Franklin to this bill. Latest Actions
