Tennessee Emergency Management Agency (TEMA) - Authorizes TEMA to establish and administer a grant program to assist in the partial reimbursement of installation costs for safe rooms and in-ground shelters. - Amends TCA Title 58, Chapter 2 and Title 68, Chapter 140.

Increase State Expenditures - Not Significant Other Fiscal Impact - According to information provided by TEMA, the cost to build a typical safe room or in-ground shelter can range from $2,000 - $10,000 each. It is unknown how much money will be appropriated for this program. The amount of money appropriated for this program will determine the number and amount of grants for reimbursement. It is estimated that an appropriation to fund this program in an adequate amount will exceed $100,000.
