Former Soviet Union Minority Relief Act of 2008 - Authorizes additional appropriations for Russia, Ukraine, and Belarus for: (1) humanitarian and resettlement assistance for ethnic and religious minorities; (2) hate crime prevention and rule of law assistance; (3) democracy promotion; and (4) broadcasting assistance.
