Relating to early childhood special education; upon parent or guardian placement
of a prekindergarten child in a nonresident school district for care and
education services, the nonresident school district becomes the responsible
district; requiring districts to provide care or education services to eligible
children for a certain amount of time per week, exception for head start
programs; clarifying continuing eligibility for special instruction and services
in the district of residence, exempting resident districts from the
transportation requirement to the nonresident district
