Relating to health; clarifying the purpose of the health care access fund to
finance affordable health care services for low income residents and families;
prohibiting money in the health care access fund from being used to replace
existing spending on subsidized health care programs; providing for a contingent
reduction in the MinnesotaCare provider tax upon determination of the
commissioner of finance consultation with the commissioner of revenue;
eliminating certain transfers from the health care access fund
