"Controlled Substance Reform Act of 2007"; authorizing deferral of judgment for
certain first time drug offenses; making certain affirmative defenses available
for driving while impaired offenses; requiring appointment of a conditional
release screen committee by the commissioner of corrections, specifying certain
membership requirements and duties; requiring the commissioners of human
services and corrections to develop best practice standards for publicly funded
prison based substance abuse treatment programs and to publish and implement the
standards by a certain date; requiring the sentencing guidelines commission to
report to the legislature on controlled substance sentencing proportionality
recommendations by a certain date; appropriating money to the commissioner of
health to develop the best practice standards
