"General Railroad Safety Act"; prohibiting certain railroad related educational programs; authorizing the commissioner of transportation (DOT) to order the installation of trackside ballast surface warning devices at any railroad track and right-of-way in the state; requiring outdoor electrical lighting appliances at certain points along a railroad track; requiring the commissioner to assess and adopt certain rules for best practice clearance standards for passenger rail platforms; requiring owners of industrial complexes to ensure a positive separation between rail and any motor vehicle at certain industrial complexes; establishing locomotive safety and sanitation standards; prohibiting certain appurtenant equipment from being above the surface of the ground as well as near track switches; applying federal hours of service regulations to persons operating dual purpose railroad tracks and public road vehicles; providing
