Requiring the commissiner of employment and economic development (DEED) to
contract with a public higher education institution jointly with the center for
rural development to study the needs of the renewable energy economy for trained
employees and needed training; requiring consultation with the university of
Minnesota and the Minnesota state colleges and university (MnSCU) and industry,
environmental and labor representatives; appropriating money to the
commissioner for the study
