Requiring the commissioner of human services to conduct ongoing inspections of
child care centers and family day care programs at least annually; requiring the
commissioner to work with counties to develop a funding allocation to provide
recourse to the counties to implement the annual licensing review; requiring the
commissioner in consultation with the commissioners of health and education and
the counties to develop and present recommendation to the legislature by a
certain date for legally unlicensed child care providers receiving child care
assistance funds to receive a onetime home visit to receive information on
health and safety and school readiness
