each hospital unit for purposes of patient safety; specifying considerations,
assignment limits and adjustments; requiring licensed hospitals to establish RN
staffing for patient safety committees by a certain date, providing for staffing
levels posting and commissioner of health enforcement; providing for adverse
health event reporting relating staffing levels and nursing sensitive quality
outcomes; requiring the commissioner of health on consultation with hospitals,
the board of nursing and the Minnesota nurses association to study how nursing
care should be identified and reimbursed in hospital cost reports
