Relating to pollution control; establishing a low-carbon (low carbon) fuel
standard to reduce the carbon intensity of transportation fuels in the state by
a certain date; setting a statewide goal to reduce carbon intensities by a
certain percentage; defining certain terms; applying the standard to any person
producing, refining, blending or importing transportation fuels; requiring the
commissioner of the pollution control agency (PCA) in consultation with the
commissioner of commerce and the university of Minnesota to develop a compliance
schedule by a certain date for achieving the goal; requiring the commissioner to
report to the legislature biennially by a certain date on the progress in
achieving the goal; defining low-carbon (low carbon) renewable energy;
appropriating money to the PCA commissioner
