"Global Warming Mitigation Act of 2007"; defining terms; establishing a
greenhouse gas emissions reduction target by providing a goal to reduce state
greenhouse gas emissions to a certain level by a certain date; requiring the
commissioner of the pollution control agency (PCA) to adopt rules to establish a
greenhouse gas reporting system for reporting statewide greenhouse gas emissions
or join an existing system; requiring the PCA and the department of commerce
commissioners to provide a plan to achieve reductions, providing a cap and trade
system to regulate carbon dioxide emissions, establishing a fossil fuel use
reduction fund; prohibiting net increase from new power plants, exception;
requiring the public utilities commission (PUC) to establish a cost estimate of
future carbon dioxide regulation on electricity generation; providing for
enforceability
