Companion Bill SB3591. Lottery, Scholarships and Programs - Establishes the Tennessee HOPE reclamation grant program for certain nontraditional students. - Amends TCA Title 49, Chapter 4, Part 9. Fiscal Summary for HB3489 / *SB3591Other Fiscal Impact - Increases the expenditure of lottery proceeds earmarked for scholarships and grants by $5,702,000 in FY08-09 and by $5,816,000 in FY09-10. Bill Summary for HB3489 / *SB3591 This bill creates the Tennessee HOPE reclamation grant for students who are at least 25 years of age and who re-enroll in an eligible postsecondary institution as a freshman, sophomore, or junior after July 1, 2008.
