Companion Bill SB2555. Criminal Offenses - Categorizes the making of graffiti as a criminal offense punishable as theft of property. - Amends TCA Title 39, Chapter 14. Fiscal Summary for HB3417 / *SB2555MINIMAL Bill Summary for HB3417 / *SB2555 Under present law, any person who knowingly causes damage to or the destruction of another person's property without the property owner's consent is guilty of the criminal offense "vandalism," which is valued and punished in the same manner as theft. This bill creates a new criminal offense. Under this bill, any person who intentionally defaces another person's property with graffiti would commit a criminal offense that is valued and punished in the same manner as theft.
