Fees - Exempts from the County Powers Relief Act any county in which at least 51 percent of the real property is owned by the federal government and dedicated as a national forest; such limitation is applicable to Polk County; the Act authorize counties to levy a privilege tax on persons and entities engaged in the residential development of property. - Amends TCA Title 67, Chapter 4, Part 29.
