H.R.5089: To reform the veterans' disability determination process by requiring the Secretary of Veterans Affairs to pay disability compensation to certain veterans based on the concurring diagnosis of two physicians.

Veterans Disability Reform Act of 2007 - Directs the Secretary of Veterans Affairs to pay veterans' disability compensation to each veteran who: (1) is discharged or released from active duty service on or after September 11, 2001, under conditions other than dishonorable; (2) submits to the Secretary the concurring diagnoses of any two physicians stating that the veteran has a compensable service-connected disability. Requires the concurring physicians to assign a rating of such disability. Bases the amount of compensation on the disability rating.

Prohibits the Secretary from requiring such a veteran to submit a claim in order to receive such compensation.
