Purchasing - Requires a municipality to first obtain an independent appraisal of the fair market value of real property to be acquired prior to purchasing or entering in a contract for the purchase, lease, or lease-purchase of the real property. - Amends TCA Title 6, Chapter 56, Part 3.

ON APRIL 21, 2008, THE SENATE ADOPTED AMENDMENTS #1 AND #2 AND RESET SENATE BILL 3363, AS AMENDED.

AMENDMENT #1 specifies that this bill must not be construed to require a municipality to obtain an independent appraisal of the fair market value of real property that was a gift to the municipality.

AMENDMENT #2 removes "leases" from this bill, so that it will only apply to purchases and lease-purchases.
