Lottery, Scholarships and Programs - Allows students completing four years in an Upward Bound program to be eligible for Tennessee HOPE scholarships without meeting high school academic requirements; allows such students to retain the scholarship with a cumulative grade point average of 2.25 at any time continuing eligibility is reviewed. - Amends TCA Title 49, Chapter 4, Part 9.

Other Fiscal Impact - Increases the expenditure of lottery proceeds earmarked for scholarships and grants by $1,456,000 in FY08-09 and by $2,400,000 in FY09-10.
