Lottery, Scholarships and Programs - Changes the home of record requirement for purposes of qualifying for a HOPE scholarship by dependents of members of the armed forces or the Tennessee national guard who do not reside in Tennessee immediately preceding date of application for a HOPE scholarship and who did not complete high school in Tennessee. - Amends TCA Title 49, Chapter 4, Part 9. Fiscal Summary for HB2980 / *SB2589Other Fiscal Impact - There will be a one-time increase in the expenditure of lottery proceeds estimated to be $100,000 for FY07-08 due to the proposed retroactive provision. In addition to this one-time expenditure, there will be a recurring increase in the expenditure of lottery proceeds estimated to be $400,000 in FY08-09 and $440,000 in FY09-10.
