Companion Bill HB3147. Juveniles - Expands the stages in which a juvenile has a right to counsel to be at any delinquency proceeding or in any proceeding alleging unruly conduct in which the child is in jeopardy of being removed from the home; requires that in certain proceedings involving a child, an adult is entitled to legal counsel; and establishes that if a juvenile or adult has a right to counsel and is indigent, the court shall provide counsel for such person. - Amends TCA Section 37-1-126.
