Fire Prevention and Investigation - Directs the commission on firefighting personnel standards and education to create grants to enable volunteer fire service personnel to attend the fire academy tuition free, to the greatest extent possible; payments to be made from the fire prevention fund. - Amends TCA Title 4, Chapter 24 and Title 68, Chapter 102, Part 1.

Increase State Expenditures - $165,700/Fire Prevention Fund Other Fiscal Impact - Any surplus in the Fire Prevention fund will be carried forward and will not revert to the General Fund. Based on numbers from the last three fiscal years, an average amount of $4,651,400 has reverted from the Fire Prevention Fund to the General Fund.
