This bill requires pregnant participants in Families First who are at least 12 but less than 17 years of age to participate in a special program to educate them concerning the effect of high risk behaviors on newborns. The program would be offered by the department of department of human services and would address smoking, alcohol use, illegal drugs, and other subjects.

This bill would take effect on January 1, 2009.
