This bill prohibits a person from selling or offering any mercuric oxide battery or nickel-cadmium or sealed lead rechargeable battery unless the manufacturer has obtained approval from the department of environment and conservation of a plan for the collection, transportation, recycling or proper disposal of such used dry cell batteries.
