Highways, Roads and Bridges - Prohibits members of a metropolitan planning organization that includes a county with a metropolitan form of government from voting on any matter that does not directly affect the county they represent; defines metropolitan planning organization as a transportation policy-making organization made up of representatives from local government and transportation authorities. - Amends TCA Title 7 and Title 54. Fiscal Summary for *HB2913 / SB3112 (CORRECTED) Other Fiscal Impact - According to TDOT, implementation of this bill violates federal regulations regarding metropolitan planning organizations and may place approximately $323,200,000 in federal funds for the period from FY08-09 to FY10-11 to the state in jeopardy.
