This bill prohibits a county or municipality from using any state education finance funds to reduce:

(1) Local operating funds, excluding capital outlay and debt service, that have been allocated or appropriated for the current fiscal year; and
(2) Sales taxes, property taxes, or privilege taxes that have been levied for the current fiscal year.
