Marriage - Exempts nonresidents of Tennessee who have not completed a pre-marital preparation course from payment of $60.00 of the additional marriage license fee of $62.50 used to fund various domestic programs, if obtaining a marriage license in Cumberland Gap. - Amends TCA Section 36-6-413.
