Provides that the owner of a nursing home operating prior to hurricanes Katrina and Rita whose facility was destroyed by one of these storms and whose license has been considered surrendered, shall be allowed to demonstrate a failure to receive notice and the ability to qualify for the re-issuance of the pre-storm license.
