Companion Bill SB2578. Criminal Offenses - Provides that a viable fetus of a human being may be considered the victim of the offense of aggravated child abuse and aggravated child neglect or endangerment if the fetus is the victim of conduct made criminal by the provisions of that offense. - Amends TCA Title 39, Chapter 15, Part 4. Fiscal Summary for *HB2496 / SB2578Increase State Expenditures - $33,875,100/Incarceration* Bill Summary for *HB2496 / SB2578 Present law provides, for purposes of the criminal provisions regarding assault crimes, that a viable fetus of a human being may be considered the victim of an assaultive offense if the fetus is the victim of any act made criminal by the particular offense. This bill extends the above-described provision to the offense of aggravated child abuse and aggravated child neglect or endangerment.[...]
