Criminal Offenses - Provides that a viable fetus of a human being may be considered the victim of the offense of aggravated child abuse and aggravated child neglect or endangerment if the fetus is the victim of conduct made criminal by the provisions of that offense. - Amends TCA Title 39, Chapter 15, Part 4.
