Companion Bill SB2580. Child Abuse - Enacts the "Josh Osborne Law," which revises offense of person knowingly abusing or neglecting a child under 18 years of age, so as to adversely affect the child's health and welfare to include "the natural effects of starvation or dehydration" within the meaning of "adversely affect the child's health and welfare." - Amends TCA Title 39, Chapter 15.
