A bill to provide that before the Secretary of Defense may furlough any employee of the Department of Defense on the basis of a lack of funds, the Secretary shall suspend any nonessential service contract entered into by the Department of Defense, and for other purposes.

Directs the Secretary of Defense, before furloughing Department of Defense (DOD) employees on the basis of a lack of funds, to suspend all nonessential DOD service contracts as necessary to make up for the lack of funds. Applies this Act to FY2008.
