Companion Bill SB2397. Lottery, Scholarships and Programs - Establishes the "Helping Heroes Grant" to provide postsecondary financial assistance from net lottery proceeds to honorably discharged Iraq and Afghanistan veterans. - Amends TCA Title 49, Chapter 4, Part 9. Fiscal Summary for HB2418 / *SB2397Other Fiscal Impact - Increases the expenditure of lottery proceeds earmarked for scholarships and grants by $6,310,000 in FY08-09 and by $5,711,000 in FY09-10. Bill Summary for HB2418 / *SB2397 This bill establishes a grant for certain veterans to be funded from net lottery proceeds. The grant will be $1,000 per semester for any semester during 2008-2009 academic year in which the student completes 12 or more semester hours.
