Emergency Supplemental Appropriations Act for Defense, 2008 - Makes emergency supplemental appropriations for the Department of Defense (DOD) for FY2008 for: (1) military personnel; (2) operation and maintenance; (3) the Iraq Freedom Fund; (4) the Afghanistan Security Forces Fund; (5) the Iraq Security Forces Fund; (6) the Joint Improvised Explosive Device Defeat Fund; (7) procurement; (8) Defense Working Capital Funds; (9) the Defense Health Program; and (10) defense drug interdiction and counter-drug activities. Specifies authorized, restricted, and prohibited uses of funds appropriated in this Act.
