Victims' Rights - Removes requirement that notice to the district attorney general and alleged offender of a claim filed with the criminal injuries compensation fund be in writing and accompanied with copies of such material as is included in the claim or in support thereof; removes provision for payment from fund for state residents who were victims of terrorist act or mass violence outside this country. - Amends TCA Section 29-13-104; Section 29-13-108(c) and Section 29-13-109(c).
