Special License Plates - Authorizes Ohio State University new specialty earmarked license plates; allocates 50 percent of funds derived from sale and renewal thereof to endowed scholarship fund for Tennessee students attending Ohio State; and lowers minimum issuance and renewal requirements of such plates from usual 1,000 to 200. - Amends TCA Title 55, Chapter 4.
