Companion Bill SB0738. Water - Requires public water systems under the jurisdiction of the water and wastewater board and public water systems operated by utility districts to include in their annual audits the annual average unaccounted for water loss; establishes various procedures relating to reporting and monitoring unaccounted for water loss; adds grounds for initiating a contested case hearing on whether a member or members of the board of commissioners of a utility district under the jurisdiction of the utility management review board should be replaced. - Amends TCA Title 7; Title 65 and Title 68, Chapter 221.
