AMENDMENT #1 rewrites this resolution to request that the U.S. congress give consideration to all concerns both positive and negative, to the result of all bilateral or multilateral agreements, partnerships or activities while considering as well the potential for providing comments and concerns from all parties not limited to state and local governments.
