Any reduction of TELC expenditures could fund additional scholarships or other constitutionally permissible expenditures provided there is no offsetting or greater decrease of lottery sales revenue. Bill Summary for HB1648 / *SB0046 This bill limits the lottery corporation CEO's salary to no more than the amount of the governor's salary. The salary of any other lottery corporation employee would be capped at 90 percent of the CEO's salary.
