General Assembly - Creates presumption that estimated amount of expenditures in fiscal note of any general bill shall be amount of first year's funding required under 24, Art. II of Constitution, if bill is enacted; if bill is amended, fiscal note shall be promptly revised for increase or decrease in expenditures. -
