General Assembly - Requires that the chief clerks of the senate and the house be appointed by unanimous agreement of the speaker, speaker pro tempore, majority and minority leaders of the body, and majority and minority caucus leaders; prohibits the chief clerk from serving on the staff of any member of the house or senate, as applicable. - Amends TCA Title 3, Chapter 1.
