Financial Responsibility Law - Requires, rather than permits, judges to dismiss first violations of the financial responsibility law if the person charged with the violation presents, on or before the court date, evidence that shows the person was in compliance with the law at the time of the violation; retains judicial discretion for second and subsequent offenses; clarifies no litigation tax may be collected on dismissed charges. - Amends TCA Title 55, Chapter 12, Part 1.
