Water Authorities - Transfers water and wastewater financing board from department of environment and conservation to office of comptroller of treasury. - Amends TCA Title 7, Chapter 82, Part 7 and Section 68-221-1008. Fiscal Summary for *HB0740 / SB1026 Increase State Expenditures - Not Significant Other Fiscal Impact - There will be a shift from the Department of Environment and Conservation to the Comptroller of the Treasury of federal grant money that is currently used to fund the costs of the boards.
