Emergency Communications Districts - Increases fine for making nonemergency 911 calls from $50.00 to $250 for first offense and $500 for second or subsequent offense; earmarks proceeds of fines to 911 call center in city where calls originated. - Amends TCA Title 7, Chapter 86; Title 39 and Title 40.
