Emergency Communications Districts - Increases the membership of the emergency communications board from nine to 11 members by increasing from five to seven the number of members, appointed by the governor, who are either directors of emergency communications districts or members of emergency communications district boards of directors; deletes provision for member being removed for three unexcused absences; requires that the board's annual report to the governor and general assembly be submitted by January 31. - Amends TCA Title 7, Chapter 86, Part 3.
