Lottery, Scholarships and Programs - Expands definition of eligible postsecondary institutions to include proprietary colleges that have been approved by THEC to operate in the state, that have been accredited by an agency recognized by the U.S. department of education, and that award certificates, diplomas or associate or baccalaureate degrees. - Amends TCA Title 49, Chapter 4 and Title 49, Chapter 7.
