Fiscal Summary for *HB1996 / SB2043 MINIMAL Bill Summary for *HB1996 / SB2043 Present law requires the Tennessee student assistance corporation (TSAC) to administer a minority teaching fellows program to provide fellowships of $5,000 per year to up to 35 minority Tennesseans per class, per year. The fellowships are treated as loans; however, the fellowships are forgiven if a recipient fulfills a three-year teaching commitment in a public school in Tennessee.
