Education - Authorizes the board of trustees of the baccalaureate education system trust fund program to impose restrictions on the substitution of beneficiaries; such restrictions may not be less stringent than those imposed under Internal Revenue Code provisions applicable to the program. - Amends TCA Title 49, Chapter 7, Part 8.
