Driver Licenses - Provides that, in Shelby County, the local court or court clerk must offer an installment plan prior to suspending the license of an operator or chauffeur for having been finally convicted of a driving offense and failing to pay or secure any fine or costs imposed; prohibits license suspension so long as licensee complies with the plan. - Amends TCA Title 55.
