Civil Service - Requires the commissioner of personnel to consult with the commissioner of finance and administration prior to recommending amendments to the career service pay plan; requires person making an emergency appointment in a career service position to provide a written record of why the appointment is deemed an emergency and what salary will be paid for the appointment. - Amends TCA Title 4 and Title 8.
