Fiscal Summary for *SB0031 / HB1103 Minimal Bill Summary for *SB0031 / HB1103 This bill revises present law relative to the confidentiality of department of children's services records. Under present law, upon placement of a child with the department, all state, county, and local agencies must grant the department access to any and all of their records that relate to the child when necessary for the department to determine the child's condition, needs, treatment, or any other area of management.
